Oversight

Oversight of Cooperative Institutes is carried out by five primary NOAA offices: (1) the Research Council; (2) the Line Office to which the Cooperative Institute is assigned; (3) the Grants Management Division; (4) the Science Advisory Board; and (5) the Cooperative Institute Committee. Success of the Cooperative Institute program depends significantly upon the effective exercise of oversight responsibilities by each of these five offices, both independently and collectively.

  • Research Council – The Research Council reviews recommendations from NOAA Line Offices or Goal Teams for establishing Cooperative Institutes, designates the Line Office responsible for maintaining the Cooperative Institute, approves review guidelines for Cooperative Institute renewals, and otherwise provides general oversight of the NOAA Cooperative Institute program.
  • Line Offices – The Line Office to which the Cooperative Institute is assigned during the establishment process has the primary responsibility for administering the Cooperative Institute award, including oversight of the initial Cooperative Institute competition, monitoring of Cooperative Institute performance, processing funding to the Cooperative Institute throughout the award period, and managing the review renewal process.
  • Grants Management Division – The Grants Management Division is responsible for the administration and monitoring of any financial assistance provided to Cooperative Institutes in close coordination with the relevant Line Office.
  • Science Advisory Board – The Science Advisory Board is a Federal Advisory Committee that serves as the official reviewing authority for the Cooperative Institute program, including the approval of science reviewers and making recommendations after the renewal review.
  • Cooperative Institute Committee – The Cooperative Institute Committee is a standing committee of the Research Council that is responsible for establishing and reviewing all procedures pertaining to Cooperative Institutes, implementation of Cooperative Institute policy, and the provision of aggregate financial and performance information on Cooperative Institutes upon request of the Research Council or any other NOAA office.
